Abu Dhabi Now Lets You Own a Distinguished Plate as a Standalone Asset
A landmark administrative decision classifies every Abu Dhabi plate as distinguished or not — and turns low-digit numbers into property you can buy, hold and sell independently of any vehicle.
Since September 2025, Abu Dhabi has operated a fundamentally different framework for distinctive plates. An administrative decision issued by the Department of Municipalities and Transport (DMT) classifies every Abu Dhabi plate as either distinguished or non-distinguished — and lets citizens and residents own distinguished plates as standalone assets, independent of any vehicle.
The decision, implemented through the Integrated Transport Centre (Abu Dhabi Mobility), gives owners an official certificate of ownership and the freedom to sell or transfer a plate at any time. You can link the number to a vehicle or hold it on your driving record without assigning a car.
What counts as distinguished
All single-digit plates (1 to 9)
All double-digit plates (10 to 99)
All triple-digit plates (100 to 999)
All quadruple-digit plates (1000 to 9999)
Certain five-digit plates that meet specific conditions
1–4digit plates automatically classified as distinguished

What changes for buyers and sellers
Before the decision, a distinctive plate was tied to a vehicle or a driving file, and trading an unassigned number was a grey area. Today, ownership is proven with an official certificate, unassigned numbers can be converted to owned status, and existing numbers can be bought by paying a fee set by their level of distinction.
Transactions run through the TAMM platform or Abu Dhabi licensing centres rather than only through auction. That formalises the secondary market and makes plate investment a cleaner proposition for collectors and resellers.
